The amendment put deductions for promotional bets into our Constitution. Those deductions reduce the revenue subject to the betting tax. Negative taxable revenue can also carry forward into later months.
Medical marijuana

Medical marijuana passed with a promise to support veterans’ care.
VETERANS STILL AREN'T SEEING THE FUNDING THEY WERE PROMISED
Missouri’s Constitution allows a state income-tax subtraction for certain marijuana business expenses. It also pays medical-program costs and operating reserves before the remainder goes to veterans.
The state auditor also found costly licensing disputes and delayed distributions in its 2026 report.
